The first hint: It’s within a popular national park in California.

Second hint (7/28): The stairs lead to a waterfall.

Third hint (8/1): Part of the John Muir Trail goes through this park.

The answer (August 8, 2012) These rather treacherous stairs lead to a lookout at the top of Upper Yosemite Falls in Yosemite National Park. The trail to the upper falls is one of the park’s oldest trails, built between 1873 and 1877. Yosemite Falls is North America’s highest measured waterfall at 2,425 feet above Yosemite. It’s also the sixth highest waterfall in the world.
